The poses, the expression behind the masks, similar, yet slightly different, which is then reflected as well through their wardrobe works all together to give this a strange feel. I mean as a good thing.
Although I personally would have preferred the shot to be taken a bit later at night, to have a darker sky still, the "greyish" back drop contrasts well with their black and white tonality.
There is one thing that does not work. The rail behind the models. It is tilted, tipping towards the bottom left. After close observation, I get the feeling this simply due to the angle at which you shot. Instead of straight at the back wall, you were turned towards the buildings in the back right. Which gives this slanted feel. Understandable, but takes away from the overall effect.
I applaud your efforts, as this is a wonderful image... beautifully executed. This certainly works on many different levels.
